Requires the UNC Board of Governors to study and revise the enrollment change funding formula by June 30, 2011, considering recommendations from the Joint Legislative Program Evaluation Oversight Committee to simplify the process and improve accuracy.

Mandates the Board establish written policies and procedures for campus enrollment projections, tuition offset calculations, and "hold harmless" status criteria, with a policy manual due to the Joint Legislative Education Oversight Committee by January 1, 2012.

Directs the Board to develop a tracking system producing annual reports with enrollment data by campus including student credit hours, enrollment changes, student numbers, faculty/staff positions, retention rates, graduation rates, and analysis of projection errors exceeding 5%.

Makes enrollment change funding contingent on each constituent institution achieving performance targets set by the Board of Governors, with institutions failing to meet targets receiving no enrollment change funding.

Requires the UNC General Administration to develop detailed performance-based funding policies and procedures by January 1, 2012, with implementation no later than January 1, 2013, subject to General Assembly oversight.
