Appropriates $6,436,683 from the General Fund to the Department of Administration for the 2011-2012 fiscal year to be allocated to the Domestic Violence Center Fund established under G.S. 50B-9.

Allocates $1,000,000 in TANF Block Grant funds to the Department of Health and Human Services for Domestic Violence Prevention and Awareness initiatives, requiring grants to community-based organizations that serve underserved populations with culturally sensitive and multilingual services.

Allocates $2,200,000 in TANF funds to the Department of Health and Human Services to provide domestic violence services to Work First recipients, including counseling and direct services, with up to $75,000 available for an administrative position.

Requires county departments of social services and local domestic violence shelters to jointly develop plans for utilizing the $2,200,000 in TANF funds, with plans due to the Division of Social Services by December 1, 2011.

Establishes a funding allocation formula for the $2,200,000 in TANF services funding based on a base allocation of $5,000 per county plus proportional allocation based on Work First caseload and individuals receiving domestic violence services as of July 1, 2011.
