Increases gross vehicle weight rating threshold for marking requirements from 10,000 pounds to 26,000 pounds for intrastate commerce vehicles.

Requires motor vehicles subject to the new marking rules to display the owner's name and the motor carrier's USDOT identification number (preceded by "USDOT" and followed by "NC") on each side in letters at least three inches high.

Exempts vehicles subject to federal motor carrier safety regulations (49 C.F.R. Part 390) and vehicles listed in 49 C.F.R. 390.3(f) from the marking requirements.

Maintains existing requirements for tow trucks and vehicles regulated by the North Carolina Utilities Commission.

Becomes effective December 1, 2012, with a one-year warning period (December 1, 2012 to November 30, 2013) before enforcement begins.
