Allows Mecklenburg and Wake Counties and the towns of Apex, Cary, Fuquay-Varina, Garner, Holly Springs, Knightdale, Morrisville, Rolesville, Wake Forest, Wendell, and Zebulon to enter into leases for renewable energy facilities for up to 20 years without treating the transaction as a sale or requiring publication notice.

Exempts the specified counties and towns from competitive bidding requirements (G.S. 143-129, 143-131, and 143-132) when contracting for apparatus, supplies, materials, or equipment used in local pilot programs aimed at increasing energy efficiency.

Allows these local governments to award energy efficiency contracts in their sole discretion without standard procurement procedures.

Exemption from competitive bidding requirements expires when Section 1 of S.L. 2010-57 expires (originally set to expire June 30, 2015).

Act became effective upon passage on June 16, 2011.
