Establishes a Mental Health Workers' Bill of Rights as state policy for workers employed in mental health care under Chapter 122C of the General Statutes.

Guarantees mental health workers the right to a safe workplace, adequate staffing levels, updated equipment, family-supporting wages, and the ability to refuse excessive overtime.

Provides workers the right to timely briefings about patient behaviors, fair and equal treatment regardless of race, gender, age, national origin, sexual orientation, disabilities, or religion.

Ensures workers have access to grievance procedures with representation at all levels and the right to have input in decisions affecting working conditions at facilities, departmental, and legislative levels.

Grants workers the right to evaluate supervisor performance as criteria for raises and ongoing duties, and the explicit right to join a union and engage in collective bargaining over terms and conditions of work.
