• Permits irrigation of ornamental crops by field nurseries and aboveground container nurseries using reclaimed water without requiring individual permits or general permit coverage, provided the system meets conjunctive use reclaimed water system requirements and causes no water quality violations.

• Waives setback requirements between reclaimed water storage ponds and property lines, wells, or neighboring wells when property owners provide signed, notarized waivers to the Department.

• Eliminates liner requirements for artificial lakes or ponds used for reclaimed water storage and irrigation, provided the reclaimed water effluent quality is protective of groundwater nitrate standards.

• Authorizes disposal, temporary storage, and burning of storm-related debris (construction, demolition, inert, land-clearing, and yard debris from April 16, 2011 tornados and flooding) from the state of emergency declaration through June 1, 2011, notwithstanding solid waste and air quality permitting requirements.

• Excludes hazardous waste, forest fire permits, federal law violations, and activities causing imminent public health threats from the storm debris cleanup exemptions.
