Modifies regular probation conditions to require probationers remain accessible to their probation officer and not leave their county of residence or North Carolina without written permission, replacing the previous requirement to remain within court jurisdiction.

Removes the requirement that probationers visit a Division of Prisons facility as a regular condition of probation.

Adds a new regular condition requiring probationers to supply breath, urine, or blood specimens for drug and alcohol testing when instructed by their probation officer, with positive results allowing the Department of Correction to recover testing costs.

Adds new special probation conditions allowing courts to impose street gang-related restrictions including prohibitions on associating with gang members, wearing gang-related clothing or symbols, and contacting witnesses or victims.

Adds Project Safe Neighborhood activities as a potential special probation condition and repeals the law tolling probation periods while criminal charges are pending that might result in revocation proceedings; effective December 1, 2011.
