Directs the Administrative Office of the Courts to study issues related to the sale of court records and recommend ways to ensure information accuracy and protect citizens' right to expunge records.

Requires the Administrative Office of the Courts to review state statutes defining "criminal record" and submit recommendations on how to define this term by statute.

Mandates the Administrative Office of the Courts to report findings and recommendations to the General Assembly no later than the convening of the 2012 Regular Session.

Act becomes effective upon enactment into law.
