Requires the North Carolina Sentencing and Policy Advisory Commission to incorporate employment data from the Employment Security Commission's Common Follow-up System into its biennial correctional program evaluations.

Directs the North Carolina Department of Correction to use Common Follow-up System data when evaluating the effectiveness of its programs.

Requires the Sentencing and Policy Advisory Commission to report to the General Assembly by the convening of the 2012 Regular Session on best methods for courts to notify defendants entering guilty pleas about collateral consequences of conviction.

Requires the Sentencing and Policy Advisory Commission to report on circumstances under which courts may waive collateral consequences resulting from a conviction.

Effective upon becoming law.
