Expands G.S. 132-1.12 to protect identifying information of minors in all local government programs (not just parks and recreation), including name, address, age, date of birth, telephone number, parent/guardian name or address, and e-mail address.

Makes an exception allowing names of minors who received scholarships or other local government-funded financial awards to remain public records.

Applies the identifying information protections to the Towns of Apex, Cary, Fuquay-Varina, Garner, Holly Springs, Knightdale, Morrisville, Rolesville, Wake Forest, Wendell, and Zebulon, and the City of Raleigh only.

Authorizes the City of Kinston to delegate taxicab franchise authority (grant, renew, extend, amend, revoke, or suspend) to the city manager or an appointed board of at least three members, with city council retaining appeal authority.

Effective upon enactment (ratified July 2, 2012).
