Increases county population threshold for establishing law enforcement service districts from over 500,000 to over 900,000 residents according to the most recent federal decennial census.

Adds requirement that less than 10% of the county population must reside in unincorporated areas according to the most recent federal decennial census.

Allows county boards of commissioners to establish interlocal agreements with one or more municipalities (previously limited to a single city) for law enforcement service provision in unincorporated areas.

Changes requirement from a city providing law enforcement services to the "entire unincorporated area" to municipalities providing services in "the unincorporated area" under interlocal agreement(s).

Effective upon becoming law on May 31, 2011.
