Incorporates the Town of Castle Hayne in New Hanover County as a municipality with a Mayor-Council form of government, subject to voter approval in a November 8, 2011 referendum.

Establishes a four-member Town Council with staggered terms and a Mayor elected biennially; Council members must be qualified voters residing within town limits.

Defines detailed corporate boundaries using property identification numbers and geographic references within New Hanover County.

Grants the Town authority to levy taxes, adopt ordinances, appoint administrative officers (Town Attorney and Clerk), and contract with county or private entities for fire protection, law enforcement, and planning/zoning services.

Charter becomes effective only if a majority of registered voters in the designated area vote "FOR Incorporation of the Town of Castle Hayne" on the ballot; Town can begin collecting taxes from July 1, 2011.
