Enacts Article 8 to Chapter 122C of North Carolina General Statutes establishing a Mental Health Workers' Bill of Rights for employees in mental health facilities.

Guarantees mental health workers the right to a safe workplace with ability to refuse dangerous work and provides rights regarding adequate staffing levels and updated equipment.

Provides workers rights to family-supporting wages, ability to refuse excessive overtime, timely briefings about patient behaviors, and respectful treatment regardless of job classification.

Ensures fair and equal treatment regardless of race, gender, age, national origin, immigration status, sexual orientation, disabilities, or religion.

Guarantees workers the right to access grievance procedures with representation and input in decisions affecting working conditions at facility, departmental, and legislative levels.
