H290 - Marshville Charter Consolidation

• Revises and consolidates the charter of the Town of Marshville under a council-manager form of government as provided by North Carolina General Statutes Chapter 160A.

• Establishes a five-member Town Council with staggered four-year terms (three members elected in 2011 and quadrennially, two members elected in 2013 and quadrennially) and a Mayor elected biennially for two-year terms.

• Designates the Town Manager as the chief administrative officer with authority to appoint a Town Clerk, Tax Collector, Police Chief, and other administrative department heads as permitted by state law.

• Allows the Town Council to combine utility billing statements and establish the order for applying partial payments, with service termination permitted after 30 days of nonpayment.

• Repeals eight prior local and session law acts from 1913 through 2000 while preserving three specific prior enactments relating to bird sanctuaries, zoning, and vegetation ordinance violators.
