Enacts a charter to incorporate the Town of Rougemont in Durham County, subject to voter approval in a referendum on November 8, 2011.

Establishes a Mayor-Council form of government with a Town Council consisting of a Mayor and four members, elected at-large on a nonpartisan basis.

Prohibits the Town from adopting zoning, planning, subdivision regulation, or building inspection ordinances unless Durham County and the City of Durham amend their zoning ordinances to permit it.

Requires the Town to contract with the Bahama Volunteer Fire, Rescue, and EMS Company for fire protection and with the Durham County Sheriff's Department for safety protection.

Limits ad valorem tax rate to $0.05/$100 valuation (except for fire protection) unless approved by qualified voters through referendum, effective July 1, 2011.
