Rotates the order of political parties on general election ballots every four years to prevent any party from consistently appearing first on ballots.

Applies rotation separately to parties with at least 5% statewide voter registration and to other political parties, each group rotating independently.

Requires the State Board of Elections to design a random selection process for determining candidate order on primary ballots at the county level.

Effective for elections conducted on or after January 1, 2012, with the party not listed first in the previous statewide general election listed first under the new rotation system.

Maintains existing ballot arrangement rules for offices (federal before state/local, partisan before nonpartisan) and straight-party voting provisions.
