Establishes a 14-member Joint Legislative Study Committee on Alternative Currency, with 7 members appointed by the Speaker of the House and 7 by the Senate President Pro Tempore.

Committee is authorized to study whether North Carolina should adopt an alternative currency to replace Federal Reserve currency in the event of a major breakdown of the Federal Reserve System.

Committee shall consider recommendations for legislation regarding the need, means, and timeline for establishing an alternative state currency.

Committee may submit a final report with proposed legislation to the 2012 Regular Session of the General Assembly and shall terminate upon filing its report or upon convening of the 2012 session, whichever occurs first.

Committee members receive subsistence and travel expenses, and the Legislative Services Commission shall assign professional staff to assist the Committee.
