Appropriates $1,000,000 from the General Fund to the Department of Health and Human Services for the 2011-2012 fiscal year to provide additional funding to North Carolina food banks.

Appropriates an additional $1,000,000 for the 2012-2013 fiscal year for the same purpose.

Distributes funds equally among six regional food banks: MANNA Food Bank (Asheville), Second Harvest Food Bank of Metrolina (Charlotte), The Food Bank of the Albemarle (Elizabeth City), Second Harvest Food Bank of Southeast North Carolina (Fayetteville), The Food Bank of North Carolina (Raleigh), and Second Harvest Food Bank of Northwest North Carolina (Winston-Salem).

Becomes effective July 1, 2011.
