Transfers the General Statutes Commission and codification of statutes functions from the Department of Justice to the General Assembly, effective June 1, 2011.

Relocates the Revisor of Statutes position and related staff to the Legislative Services Office within the General Assembly, with administrative authority over statute research, codification, and publication of supplements.

Moves three positions from the Department of Justice to the General Assembly: two Assistant Attorney General positions and one Administrative Assistant position.

Allows the Department of Justice to continue assisting agencies and local governments with bill drafting through a new statutory provision (G.S. 114-8.4).

Maintains all existing contractual rights, duties, and vendor discounts related to statute codification and publication that previously belonged to the Department of Justice.
