Establishes new regulations for ticket sales and resales in North Carolina for events with 1,000+ capacity at venues that received public funding or are government-owned, including concerts, sporting events, and theatrical performances.

Requires ticket issuers to provide advance public notice of ticket policies including total tickets available, public sale tickets, prices, fees, and on-sale date/time posted on websites and physical locations.

Prohibits ticket issuers from restricting ticket resales through contractual terms, license agreements, legal action, penalties, technological barriers, or price controls on resold tickets.

Establishes consumer protection minimum standards requiring toll-free customer service numbers and refund policies covering cancelled events, counterfeit tickets, non-delivery, and tickets that fail to match descriptions.

Authorizes the Department of Justice to enforce violations with civil actions seeking injunctions, actual damages, or statutory damages up to $100 per ticket violation (capped at $100,000 per event), with treble damages for repeat violations; enforcement actions limited to two years.
