Grants the Mayor of Kinston the authority to veto any City Council action, including ordinances and resolutions, except for matters requiring voter approval under Chapter 159 of the General Statutes.

Allows the Mayor to exercise veto within seven calendar days after Council adoption by submitting written notice with reasons to the City Clerk.

Requires Council to readopt vetoed items with at least four-fifths affirmative vote of all Council members to override the veto.

Permits the Mayor to approve items at any time before the seven-day veto period expires by notifying the City Clerk in writing.

Provisions become effective only upon approval by Kinston voters in a referendum held November 8, 2011, with effectiveness occurring 30 days after certification of results if approved.
