Expands General Assembly Special Police jurisdiction from Raleigh/Wake County area to statewide authority while accompanying legislators, providing security for legislative sessions and committee meetings, or conducting criminal investigations of threats against the General Assembly.

Authorizes General Assembly Special Police to serve subpoenas issued by the General Assembly anywhere in the State, whereas previously they could only serve within their respective jurisdiction.

Adds new enforcement powers allowing officers to conduct criminal investigations of threats of physical violence against the General Assembly, its members, staff, or their immediate families.

Adds new enforcement powers allowing officers to provide executive protection to members of the General Assembly in response to threats of physical violence and to perform advance work for continuity of government planning.

Permits the President Pro Tempore of the Senate and Speaker of the House to jointly waive application of Legislative Services Commission rules to the House and Senate Sergeants-at-Arms, with a written waiver defense against prosecution.
