Reduces the threshold for a political party to maintain ballot eligibility from 2% to 0.25% of votes cast for Governor or presidential electors.

Allows political parties with less than 10% of registered voters to opt out of primary elections and instead nominate candidates by convention, with results determined by plurality vote.
