Incorporates the Town of Leicester in Buncombe County, North Carolina, subject to voter approval in a referendum election scheduled for November 8, 2011.

Establishes a Mayor-Council form of government with a Town Council of four members plus a Mayor, with the Mayor elected biennially and Council members serving four-year terms (except initial 2011 election where two serve two years).

Grants the Town authority to levy taxes, adopt ordinances, appoint a Town Attorney and Town Clerk, and contract with Buncombe County and fire departments for services including safety protection, fire protection, and emergency services.

Allows the Town to receive state fund distributions for fiscal year 2011-2012 as if incorporated on June 30, 2011, and permits incorporation sponsors to recover expenses of $500 or greater after the first fiscal year.

The charter becomes effective only if a majority of voters approve incorporation in the November 8, 2011 referendum; otherwise the act has no force and effect.
