Removes the prohibition on farm buildings with spectator seating from building code exemptions when more than 10 members of the public are present at equine events.

Requires farm buildings with grandstands, bleachers, or other spectator-seating structures to undergo annual safety inspections by local city or county building inspection departments.

Annual safety inspections must evaluate the overall safety of spectator-seating structures and verify compliance with building codes in effect at the time of construction.

Applies retroactively to all farm buildings, including those where construction began or was completed prior to the law's effective date of June 27, 2011.
