Creates new Article 18 in Chapter 15A establishing that matricula consular documents and similar documents issued by foreign consulates or embassies cannot be used by government officials or law enforcement to determine a person's identity or residency.

Prohibits local governments from establishing policies or ordinances that accept matricula consular or similar foreign consulate documents as valid identification, and repeals any existing local policies that contradict this prohibition.

Removes matricula consular and similar foreign consulate documents from the list of acceptable proof of North Carolina residency for motor vehicle registration purposes.

Removes foreign consulate documents from the list of acceptable documents for verifying residency and eligible risk status in motor vehicle insurance applications.

Removes foreign consulate documents from the list of acceptable documents that applicants may use to prove domicile in North Carolina for purposes related to public assistance and other services.
