Strengthens the Uniform Athlete Agents Act by requiring athlete agents to submit cash bonds or trust accounts ($50,000 initial, $25,000 at first renewal, $25,000 at second renewal, capped at $100,000 total) with the state before registration.

Expands record-keeping requirements for athlete agents to include expenses, affiliated agents, telephone records, bank statements, written communications, and contact logs with student-athletes; requires agents to notify the Secretary of State within five business days of entering into contracts or being contacted by third parties seeking profit from agency deals.

Requires student-athlete signatures on agency contracts to be notarized and prohibits any person from furnishing anything of value to student-athletes before contract execution; creates new violations for non-agents who attempt to influence student-athlete selection of agents for profit.

Increases civil penalties for violations from a maximum of $25,000 to a range of $10,000-$25,000 per violation and authorizes the Secretary of State to seek injunctive relief.

Extends the transition period for natural hair care specialists and cosmetic art shops from two to three years to comply with licensing requirements.

Expands DMV Division officers' supplemental police authority to investigate drivers license fraud, perform duties as directed by the Governor, and investigate crimes on Department of Transportation property.
