Supports North Carolina's right to claim sovereignty under the Tenth Amendment over all powers not specifically delegated to the federal government or reserved to the people.

Urges the federal government to cease and desist immediately from imposing mandates beyond the scope of constitutionally delegated powers.

Calls for prohibition or repeal of compulsory federal legislation that directs states to comply under threat of penalties, sanctions, or loss of federal funding.

Requires the Principal Clerk to transmit a certified copy of the resolution to the President, U.S. Senate President, Speaker of the House, and all members of the North Carolina Congressional Delegation.

Takes effect upon adoption.
