Authorizes the Utilities Commission to conduct criminal history record checks on applicants for and current holders of certificates to transport household goods in North Carolina.

Requires applicants and certificate holders to provide fingerprints and signed consent forms to the Commission for background checks conducted through the State Bureau of Investigation and Federal Bureau of Investigation.

Establishes that criminal convictions do not automatically disqualify an applicant or revoke a certificate, but the Commission must consider factors including crime severity, date of conviction, applicant age at conviction, relevance to household goods transportation duties, employment history, and evidence of rehabilitation.

Allows the Commission to deny applications or revoke certificates if applicants or holders refuse to consent to criminal history checks or provide required fingerprints and identifying information.

Authorizes the Department of Justice to provide criminal history information to the Utilities Commission and charge fees not to exceed actual costs of conducting the background check records search.
