Expands the definition of "public service vehicle" under North Carolina's move-over law to include all highway maintenance vehicles owned and operated by or contracted by the State or local government.

Broadens the types of utility services covered to explicitly include electric, cable, telephone, communications, and gas utilities (previously specified only electric utilities during unplanned events).

Requires drivers approaching parked or standing public service vehicles displaying amber-colored flashing lights to either move to a different lane or slow down and be prepared to stop, with violation constituting negligence per se.

Applies the move-over law requirement to vehicles being used for utility service installation, maintenance, or restoration, in addition to those assisting with wrecked or disabled vehicles.

Effective October 1, 2012, and applies to offenses committed on or after that date.
