Requires candidate campaign committee treasurers to complete training within 45 days of appointment (instead of 3 months for other political committees) and at least once every four years thereafter.

Prohibits individuals from appearing on the general election ballot for two separate offices, except when one office is to fill an unexpired term that requires a special election.

Creates a uniform statewide absentee ballot request form accessible online through the State Board of Elections website, with contents fillable electronically but requiring the voter's personal signature.

Establishes a $250 per day civil late penalty for candidates whose organizational reports are not filed within 10 days of filing notice of candidacy or committee organization, whichever occurs first.

Directs the Joint Legislative Elections Oversight Committee to study the feasibility of requiring all campaign finance reports to be filed electronically with the State Board of Elections and report findings to the 2012 legislative session.
