Prohibits inmates, probationers, parolees, and post-release supervisees from accessing public employees' personnel records that are otherwise public under state law.

Amends G.S. 126-23 to add a new subsection (d) that denies access to personnel records for persons in the custody of or under supervision of the Department of Correction and local confinement facilities, absent a court order.

Establishes that such offenders are not entitled to the same privileges and rights as members of the general public due to their status as inmates or supervisees.

Cites public employee safety concerns, noting that allowing offender access to personnel files exposes public employees to risks of harassment and violence.

Takes effect when signed into law.
