Creates stormwater fee credits for property owners with green roofs, allowing credits up to 75% of stormwater fees based on water retention and runoff reduction, for counties, municipalities, and special districts.

Establishes a 10% property tax exclusion on the appraised value of qualifying green roof improvements for the first five taxable years after completion, effective for improvements made on or after July 1, 2011.

Defines qualifying green roof improvements to include design, construction, irrigation, waterproofing, growing media, vegetation, and maintenance activities until vegetation is established.

Requires the top 10 most populated counties in North Carolina to adopt guidelines addressing green roof installation for new construction and building retrofits across residential, commercial, and industrial buildings.

Directs the State Building Code Council to include rules facilitating green roof installation and coordinating energy and water conservation technologies with green roof technologies.
