Removes the September 1, 2011 sunset date from the pilot program for inspections of animal waste management systems in permitted animal operations, making it a permanent program.

Establishes that the Division of Soil and Water Conservation shall conduct annual inspections in at least four counties with high concentrations of swine farms to verify compliance with water quality standards and permit conditions.

Requires inspection personnel from the Division of Soil and Water Conservation to be located in offices within the counties where they conduct inspections.

Directs the Department of Environment and Natural Resources to establish procedures allowing local Soil and Water Conservation Districts to provide quick response to complaints and reported problems previously handled only by the Division of Water Quality.

The Division of Water Quality shall continue conducting annual inspections in all other counties not covered by the Division of Soil and Water Conservation program.
