Expands the Board of Governors' Dental Scholarship Loan Program to include students accepted for admission to the School of Dentistry at East Carolina University, in addition to the existing program at University of North Carolina at Chapel Hill.

Maintains scholarship loan coverage for four-year students including tuition, fees, mandatory medical insurance, required laptop computers, dental equipment, and an annual $5,000 stipend.

Requires loan forgiveness if recipients practice dentistry in a rural or underserved area of North Carolina for four years within seven years of graduation.

Establishes 10% annual interest on loans beginning September 1 after program completion or upon scholarship termination, whichever occurs first.

Allows the Board of Governors to set qualification standards including minimum grade point average and test scores to award scholarships to the most qualified applicants.
