Allows the Town of Columbia to limit or eliminate one-stop early voting for municipal elections when no statewide or county issues or candidates appear on the ballot.

Permits Columbia's governing board to adopt a resolution either restricting one-stop voting to regular office hours/days or eliminating it entirely for municipal-only elections.

Requires any such resolution to be adopted no later than 90 days before an election to be effective, and resolutions remain in effect for all future elections unless repealed with 90 days' notice.

Mail-in absentee voting remains available if authorized under state law.

Applies only to the Town of Columbia and is effective for elections conducted on or after September 1, 2011.
