Prohibits a party's nominee for one office from filing as an unaffiliated candidate for another office in the same general election.

Creates exception for special elections to fill unexpired terms when party nomination occurs due to vacancy timing that precluded primary elections.

Creates exception allowing filing as unaffiliated if petition is submitted more than 120 days before the general election and nominee resigns as party nominee before the 120-day deadline.

Effective for elections occurring on or after January 1, 2012.
