Restricts special elections to be held only on the same date as state primary elections in even-numbered years or general elections, with limited exceptions for public health or safety emergencies.

Allows special elections related to public health and safety (including sheriff vacancies and health/sanitation bond referendums) to be held at different times if the governing body adopts a resolution stating the necessity.

Exempts municipal incorporation and recall elections from the date restrictions when authorized by local act of the General Assembly.

Applies the new special election date requirements to multiple types of elections including alcoholic beverage elections, airport district elections, fire district elections, school board elections, bond referendums, and various local tax referendums.

Effective January 1, 2012, and applies to all special elections held on or after that date.
