Modifies G.S. 160A-319 to restrict city authority to grant franchises for cable television systems and enterprises listed in G.S. 160A-311(2) and (3).

Cities retain authority to grant franchises for telephone systems and other enterprises listed in G.S. 160A-311, with maximum franchise periods of 60 years (30 years for solid waste collection or disposal systems).

Defines "cable television system" as any system receiving, amplifying, modifying, transmitting, or distributing television, radio, or electronic signals to the public for compensation.

Applies exclusively to the City of Winston-Salem and other incorporated municipalities within Forsyth County.

Becomes effective upon enactment.
