Makes all vehicle checking stations and roadblocks unlawful except when established to locate a specific named offender subject to an arrest warrant.

Repeals existing regulations that allowed law enforcement agencies to conduct checking stations for compliance with traffic laws, provided they operated under written policies with advance-designated stopping patterns.

Permits law enforcement to stop and arrest persons at checking stations only if they have an outstanding arrest warrant or commit an implied consent offense after being warned not to proceed.

Removes provisions allowing officers to request license, registration, and insurance information and conduct alcohol screening tests during routine checking station stops.

Takes effect December 1, 2011, and applies to offenses committed on or after that date.
