Extends unemployment insurance benefits under the federal Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 for weeks of unemployment from December 18, 2010, through December 31, 2011, contingent on meeting specified unemployment thresholds.

Authorizes the Director of the Budget to allocate funds for state department operations at 87% of the 2011-2012 Recommended Base Budget level, with legislative and judicial branches managing their own budget cuts.

Freezes state employee salary schedules and prohibits automatic step increases, raises, or increments for all state employees, teachers, and school administrators until the Current Operations and Capital Improvements Appropriations Act of 2011 becomes law.

Increases employer contribution rates for retirement and related benefits effective July 1, 2011: Teachers and State Employees from 10.61% to 13.62%, State Law Enforcement Officers from 15.61% to 18.62%, and Consolidated Judicial Retirement System from 20.11% to 31.54%.

Appropriates funds for retirement contributions ($297.4 million for Teachers/State Employees retirement, $7.9 million for Judicial retirement), defers Global TransPark debt repayment from October 1, 2011, to October 1, 2012, and suspends transfers to Repairs and Renovations and Savings Reserve Accounts for fiscal year 2010-2011.
