Modifies boiler and pressure vessel regulations to clarify that all boilers and pressure vessels in North Carolina are covered unless specifically excluded, and removes "steam space" requirement from instantaneous hot water supply boiler exemptions.

Expands exemptions from amusement device regulations to include rock walls in fixed permanent locations, zip-lines, temporary seasonal funhouses and haunted houses without mechanical components, and playground equipment.

Grants the Department of Labor authority to issue exceptions from boiler and pressure vessel rules when such exceptions will not create unsafe conditions likely to result in serious injury or property damage.

Reduces the time for employee complaints in discrimination cases from 180 days to 90 days to request a right-to-sue letter, and allows the Commissioner to reopen investigations within 30 days of issuing a right-to-sue letter for good cause shown.

Changes various procedural timelines including reducing citation correction contest period from 20 days to 15 working days and increasing amusement device operation notice requirement from 10 days to 10 working days prior to first operation.
