Modifies G.S. 7B-302(a1) to require a court order for disclosure of a reporter's identity to government entities, except when the entity demonstrates a need to carry out mandated responsibilities without court order.

Clarifies that confidential child abuse and neglect information disclosed to government entities must remain confidential and only be redisclosed for purposes directly connected with that entity's mandated responsibilities.

Changes the foster care registry from tracking applicants to tracking only licensed family foster and therapeutic foster homes, removing the application date requirement and simplifying training information to hours completed.

Allows the Division of Social Services to withhold specific foster parent information from the public registry without penalty when disclosure would likely pose a threat to the health or safety of the foster parent or foster child.

Provides that persons denied access to registry information may seek a court order compelling disclosure under G.S. 132-9(a), effective October 1, 2011.
