Allows direct cross-connections between reclaimed water and potable water systems only if previously approved by the Department of Environment and Natural Resources prior to the bill's effective date.

Establishes that the Design Criteria for Distribution Lines Rule 15A NCAC 02U .0403 applies until replaced by a revised permanent rule adopted by the Environmental Management Commission.

Requires the Commission to adopt a replacement rule that is substantively identical to the cross-connection restrictions in the bill and exempts the new rule from standard rule-making objection procedures.

Became effective upon ratification on June 15, 2011 and was approved by Governor Beverly E. Perdue on June 23, 2011.
