Revises laws governing county research and production service districts to allow greater flexibility in property uses, including residential and technology-related purposes in urban areas.

Creates new "Urban Research Service Districts" (URSD) within existing research and production districts to provide enhanced city-level services in urbanized portions, with separate advisory committees and tax authority.

Removes requirement that research parks be owned by nonprofit corporations and eliminates 25-person resident limit, allowing districts to expand and evolve as needed.

Increases property tax rate cap for multijurisdictional industrial parks from 15 cents to 20 cents per $100 of assessed value and allows flexible tax levies among participating counties.

Allows use of URSD tax revenues for debt service on county capital projects located within the district and permits developers to contract with local governments for service provision.
