Authorizes all state agencies, departments, and institutions to offer voluntary flexible work schedules for permanent state employees during the 2011-2013 fiscal biennium, including 30-hour workweeks.

Employees who opt for flexible schedules have their pay reduced proportionally based on hours worked, while their budgeted salary remains unchanged on the books.

Salary savings from reduced hours revert to the funding source of the salary and cannot be used for any other purpose.

State Personnel Commission may provide technical assistance to state entities in developing and implementing the voluntary flexible work schedule programs.

Takes effect upon becoming law.
