Expands cockfighting prohibitions to include owning, breeding, possessing, selling, or training roosters, gamecocks, or other fighting birds with intent for use in fighting exhibitions, making these actions Class I felonies.

Criminalizes manufacturing, possessing, promoting, buying, selling, or transporting gaffs, slashers, or other sharp implements designed to be attached to fighting birds' spurs, or devices intended to enhance animal fighting ability, as Class I felonies.

Adds definitions for cockfight, fighting bird, gaff, and slasher to clarify prohibited conduct and implements.

Maintains existing Class I felony penalties for instigating, promoting, conducting, participating in, or profiting from cockfighting exhibitions.

Becomes effective December 1, 2011, applying to offenses committed on or after that date.
