H396 - Public Safety Act

• Requires applicants for driver's licenses, learner's permits, and identification cards to proficiently speak, read, and write English.

• Mandates all driver's license examinations be conducted in English only, whether oral or written, and tests must verify English language proficiency.

• Prohibits the Division of Motor Vehicles from publishing any examination or handbook in languages other than English.

• Applies to license applications and renewals occurring on or after October 1, 2011.
