Requires the Office of State Budget and Management to create a searchable, publicly accessible budget database website by January 1, 2013, detailing state spending of $10,000 or more.

Database must include recipient names and locations, expenditure amounts, funding agencies and sources, budget programs, spending purposes, expected and actual performance outcomes, and related state audits or reports.

All state agencies must provide required data to the Director within 30 days of it becoming available, with the website updated annually within 30 days after each fiscal year ends.

State agencies with internet sites must include a link to the searchable database on their front pages.

Data must remain publicly accessible for a minimum of 10 years, with historical data from the 2009-2011 biennium added by January 1, 2013.
