Authorizes the North Carolina Division of Motor Vehicles to produce a special license plate for ARTS North Carolina, Inc., bearing the phrase "The Creative State" with a logo designed by ARTS North Carolina, Inc.

Adds ARTS NC to the list of special registration plates that do not have to be "First in Flight" plates, with plate design subject to Division and State Highway Patrol approval.

Establishes an additional registration fee of $30.00 for ARTS NC plates, with $10.00 directed to the Special Registration Plate Account and $20.00 directed to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the ARTS NC plate can be developed, and mandates quarterly transfers of fees collected from ARTS NC plate sales to ARTS North Carolina, Inc., for funding to promote arts in North Carolina.

Effective July 1, 2011.
